Tim is the
CEO of VCR, Inc.
and our lead programmer. His background includes work at the
Naval Electronics Warfare Center and Naval Security Group
where he developed techniques to process and analyze
classified databases in secure environments.
Tim is the father
of AIMS and specializes in developing interactive database
applications on the Internet. Tim has traveled extensively
(with over 2 million air miles visiting 49 states and 53
countries) to help clients, conduct computer seminars or
lecture at universities (including the Soviet Academy of
Science in Moscow). Tim served as general manager of The I.D.E.A. Group (Austin, TX) which specializes in Corporate
Intelligence & Counter-Intelligence. While in the US
Navy, he served on Polaris
submarines and later as a civilian he designed computer
and electronic warfare systems for both submarine and surface
vessels. Tim is married to Lynda
R. (Scully) VeArd and they have two children, Cherie
Lyn Ve Ard and Kenneth
A. VeArd. (click here to see photos of

Tim was selected as the national Submarine
Veteran of the Year for 2008

When he's not
hard at work in the office, Tim can usually be found either
100 feet below the surface of the ocean diving on a wreck or
flying with his son in a small plane. Tim is an PADI Advanced Open Water
Scuba Diver (logging his first dive in 1965). Currently, Tim is
the past President of the
USS Robert
E. Lee (SSBN-601) Association (the submarine he served on
during the Cold War), the Chief Technical Officer of the
US Submarine Veterans, Inc.
and the past Base Commander of the
USSVI's Snug Harbor
Base. Tim has designed and donated hundreds of websites
various submarine & US Navy veteran's groups as a way to reunite shipmates and old
friends. One of many websites,
DeckLog,
is an advanced website for over 7,000 Navy ships and their Crews &
over 2,000 ship associations.

Tim has over
30 years of
experience in both the computer and electronics fields. He is
a recognized public speaker and author who has lectured and
appeared on television in several countries. He has held
positions as a programmer, webmaster, analyst, manager, engineer, teacher
and consultant. In 1978, Tim founded AIMS+PLUS, Inc. and
served as its president until 1985. At AIMS he created a Data
Base Management System (sold to thousands of customers like
the US Army) and an Expert System Generator that runs on most
computers and operating systems.
Tim left AIMS in 1986 to start
VCR to research Expert Systems and to join an association of
consulting professionals who all have special backgrounds from
the government, international business, technical, medical and
political fields. The I.D.E.A. Group provided innovative
solutions for unusual business problems like security, risk
management, embezzlement, competitive intelligence, medical
systems and international business opportunities. Tim founded
and published The BASIC-2 Report, a magazine for
thousands of computer users that had subscribers in dozens of
countries. In 1991, VCR bought the rights to AIMS that Tim had
created years before and VCR now helps AIMS clients (many have
used it for over 20 years) .
Until
1970, he served in the US Navy working with computers and
electronic warfare equipment on nuclear powered Polaris
missile submarines (visit the USS
Robert E. Lee (SSBN-601) web site for glimpse into his
days onboard). Then at GT&E in Connecticut he was an
engineer installing digital systems for universities. Next, in
Norfolk, VA as a Systems Analyst at Data Design Laboratories,
he developed computer systems to evaluate Trident missile
submarine electronics systems. At Unidyne Corporation, he
managed over 100 engineers designing electronic warfare
systems for the Navy. He was appointed to civil service as a
Senior Systems Analyst at the Naval Electronics Warfare Center
managing computer centers throughout the U.S. and designed
specialized shipboard computer subsystems. While at NAVELEX,
Tim helped many other government agencies automate classified
databases. In 1978, he left the government to become
Vice President of TFC, Inc. In Austin, Texas and managed a
state wide computer network.
Tim has lectured or taught
computer courses at several universities, including the Soviet
Academy of Science in Moscow, and has conducted seminars for
many large corporations. Tim is listed in Who's Who and
regularly contributes articles to several magazines. He has
presented papers to professional groups like IEEE, DPMA,
Moscow's Wang Computer Society, the New Zealand Computer
Group, the Australian Computer Society, the Dutch Wang User's
Group and many other groups. He assisted the South African
government's special committee on computers to set standards
and laws for the computer profession. Tim has taught advanced
programming courses in Australia, Belgium, Canada, Chile,
England, Holland, New Zealand, Russia, South Africa and Spain.
